Australia 108 is a residential skyscraper project which is located in the southern bank precinct of Melbourne and is the second tallest building in Australia by surpassing the Ereka Tower with a height of 320 meters. With 100 floors and five years time, it took a total of 900 million AUD. The proposal for the building was started in the year 2013 and with several difficulties and challenges which halted the project several times and finally delayed it by two years (Australia 108 n.d.). The project initially faced lifecycle, resourcing, budgeting and risk assessment troubles, and later on changes in leadership and authority has changed the plan and execution speed up. The project was examined through many of the delay analysis techniques, which has also faced difficulties due to Covid 19 pandemic and its subsequent fallout. Various estimation methods and executing styles have been adopted in this project which makes it fit to study various techniques to investigate various aspects of project delay (Keegan and Hartog, 2004).
The time for the performance and completion of a project is usually the essence of an employer and the contractor. Thus it is very imperative to find and investigate the delays and the potential reasons for those delays for making the right decisions on costs and budgets. Today the existing techniques of delay analyses (DATs) for aiding to this sort of decision making are there but they have not succeeded in resolving the high incidence of disputes which are associated with the claims resolution, as they do not cover various such factors which are responsible for delays and claims settlement thereby (Benator et al. 2020). The data which will be required will be based on the present techniques which are CPM based methodologies, as planned, as built, as planned but for, impacted as planned, collapsed as built, window analysis technique, time impact analysis. Keeping in view the project which is selected, the delays and cost increment in Australia 108 with the aforesaid techniques and the various other points of information which are not covered under these techniques. These will be helped by primary information obtained by the help of institutes which are-
There are certain people who are responsible directly for a project, firstly manager; he will be responsible to oversee the initiation till the end of the project. He usually is well aware of the projections and the variability’s which incur during a project and its delay. He also works with other departmental heads to manage the work which makes him the most important primary source of knowledge and information, as they are responsible for budgeting, planning and overseeing the project (Groeland and Dana 2020). Afterwards, an estimator, who is responsible for estimating the cost of various material, and labor needed in the defined time period, Architects, engineer, foreman, expeditor, supervisor, are other professionals from whom information will be taken for the research study (Devkar et al. 2020). These professionals associated with the aforesaid institution will be interviewed and surveyed by various methods of surveys to include subjective and objective information regarding the project in general and in particular (Australia 108).
The preliminary studies are usually needed to develop the different aspects of the trial procedures or to collect the data to facilitate the planning and conduct of trial. The methods for the collection of data will be both qualitative and quantitative but will be purely primary in nature. Al the data including, memoirs, current updates regarding the project, interviews, surveys, fieldwork reports, internet communications on emails, blogs written by the authorities and the concerned professionals, newsgroups, drawing, photographs, posters all will be collected and examined through the existing delay analysis techniques.
The objective of three delay analysis to calculate the exact project delay and work backwards and forewords to try and identify to what extent it is attributable to each party, so that time and cost compensation can be decided. If required standard deviation from precise information can also be kept for reserve and provision analysis. Questions which are needed to be answered are-
The various DATs have varying capacities to provide the satisfactory and sound answers to the questions. These techniques could be broadly categorized under non critical path method and critical path method based techniques.
The data collection method will be basically in the form of primary sources both in the subjective and objective data fashion. Questionnaires will be the main source of information which is series of questions with purpose of gathering needed information on different domains (Feisler et al. 2020). Though primary information ids expensive, but for the purpose of genuineness of information, the cheaper of the primary formation sources which is the questionnaire will be given preference, thus makings cheaper and avoiding irregularity for the sake of accuracy and real time knowledge and information. The other method will be interviewing professionals, but researcher cannot do interviews on regular basis. Regular and continuous data collection will be necessitated for the validation of research. For analysis part, systems and frameworks of thematic analysis pattern will be used.
